Master Plans

A Master Plan is a long range plan that is comprised of a set of separate projects that cover a broad study area and are planned to be individually implemented over an extended period of time.

Master Plans integrate infrastructure needs with environmental assessment planning principals. The principals of the Municipal Class EA process are applied when preparing master plans, including the requirement that an effective stakeholder and public consultation program be undertaken. At a minimum, a Master Plan addresses Phases 1 and 2 of the Municipal Class EA process.

The Roads Department has initiated the following master plans:

  • Essex Windsor Regional Transportation Master Plan (EWRTMP)
  • County Wide Active Transportation System (CWATS)
  • County of Essex Transit Assessment Report (Regional Transit Study)
