Speaking at County Council (Delegations)

The County of Essex encourages you to attend Council meetings. If you would like to speak at a Council meeting, complete the Delegation Request Form. The deadline to register as a delegation is 12 noon on the Friday before the meeting (noon Thursday if Friday is a holiday). Paper copies of the form are also available in Room 202 of the Administration Department.

The following 5 points are some of the procedures and conditions you should review prior to speaking before Council:

  • The name and address of the speaker(s) will be on the agenda of the meeting and in the minutes;
  • The issue must be one that County Council has the legal authority to make decisions about;
  • Delegations are limited to no more than 10 minutes . If your delegation has more than 5 people, only 2 speakers are allowed; each limited to speaking no more than 10 minutes;
  • If you wish to hand out printed material to Council, you will require at least 25 copies; and
  • If you wish to make an electronic presentation at the meeting, you must provide the electronic file to the Clerk by noon on the date of the meeting.
