
Essex-Windsor Solid Waste Authority
The Essex-Windsor Solid Waste Authority (EWSWA) is a Board of Management that was created by the County of Essex and the City of Windsor in May of 1994 to provide programs and facilities to manage the solid, non-hazardous waste generated within the geographic boundary of Essex County. The administration offices of the EWSWA are located within the same facility as the County of Essex administration offices at 360 Fairview Avenue West, Essex.
The EWSWA operates and manages numerous facilities throughout Essex County and the City of Windsor. These operations include: the Essex-Windsor Regional Landfill, two Waste Transfer Stations, a Recycling Centre, a Public Drop-Off Depot, Household Chemical Collection Centre, and three Yard Waste Composting Sites.
Programs delivered by the EWSWA include the mandatory blue box (and red box) recycling program, as well as the following other waste reduction programs: grasscycling, backyard composting, yard waste composting, white goods collection and recycling, household chemical waste management, and public education programs in support of the waste reduction programs.
EWSWA also manages the perpetual care of closed Landfill 2 in Kingsville and Landfill 3 in Lakeshore.
Funding for the support of this integrated waste management system comes mainly from landfill tipping fees, sale of recyclable materials (e.g. newsprint, metal cans and glass containers), and direct charges to municipalities (as is the case with the funding of Landfill 2 and Landfill 3 perpetual care costs).
The nine member Board of Directors of the Solid Waste Authority is made up of a combination of County and City Council Members, whose term on the Board is the same as the term of council.
