Essex county planning map

The County of Essex Official Plan (PDF) describes how land in our community and its municipalities should be used. The policies were prepared with input from our municipalities, the public and County Council to make sure the future development of Essex County meets the needs of our community.

Official Plan amendments

The current Official Plan is prepared to guide our growth until the year 2031.

Amendments to the plan are required when:

  • Land is to be used in ways not included in this Plan
  • Changes to the Settlement Area boundaries are requested
  • Changes to the planning direction are requested

Amendment application

If you are applying to amend the County Official Plan, you must provide supporting documentation to County Council that answers the following questions:

  • Is it consistent with the Provincial Policy Statement?
  • Is it consistent with the direction of the County of Essex Official Plan?
  • What are the benefits and how will it impact the County’s financial and human resources?
  • How will it affect the local municipality and its Official Plan?
  • What impact does it have on transportation?
  • If it proposes to expand a Settlement Area boundary, has it been justified as part of a comprehensive review or a local comprehensive review?
  • If it proposes a change of employment area to non-employment uses, has it been justified as part of a comprehensive review or a local comprehensive review?
