RESTRUCTURING OF THE COUNTY OF ESSEX
The County of Essex undertook a major restructuring during the 1990’s which reduced the County from twenty-one local municipalities to seven. This restructuring was the result of a long period of review and discussion commencing in 1992, and extending through to the end of 1997. On November 19th, 1997, the Minister of Municipal Affairs and Housing, the Honourable Al Leach, issued a Minister's Order putting in place the new municipal structure for the County of Essex. On January 1, 1999, the Minister's Order was implemented and the County fully restructured. The number of local councillors was reduced from 117 to 51. County Council was reduced from 42 to 25 and finally to its current 14 members.
As a result of the County restructuring initiative, the following new municipalities were created:
The Corporation of the Township of Anderdon and The Corporation of the Township of Malden amalgamated as a town under the name "The Corporation of the Town of Amherstburg" by the Order of the Commission made under the Municipal Act R.S.O. 1990 c.m. 45, as amended by the Restructuring Order dated June 27, 1997, effective January 1, 1998.
ESSEX

The Corporation of the Town of Essex, The Corporation of the Township of Colchester North, The Corporation of the Township of Colchester South, the Corporation of the Town of Harrow amalgamated as a town under the name "The Corporation of the Town of Colchester- Essex-Harrow" by the Order of the Minister of Municipal Affairs and Housing made under the Municipal Act R.S.O. 1990, c. M. 45, as amended, the Restructuring Order, dated November 18, 1997. Subsection 2(1) of the Order of the Minister of Municipal Affairs and Housing dated the 18th day of November, 1997, as published in the Ontario Gazette on December 6, 1997, was amended from "The Corporation of the Town of Colchester-Essex-Harrow" and changed to "The Corporation of the Town of Essex" effective January 1, 1999.
KINGSVILLE

The Corporation of the Town of Kingsville, The Corporation of the Township of Gosfield North and The Corporation of the Township of Gosfield South amalgamated as a town under the name "The Corporation of the Town of Kingsville/Gosfield" by the Order of the Minister of Municipal Affairs and Housing made under the Municipal Act R.S.O. 1990 c. M. 45, as amended, the Restructuring Order, dated November 18, 1997. Subsection 2(2) of the Order dated November 18, 1997, as published in the Ontario Gazette on December 6, 1997, was amended from "The Corporation of the Town of Kingsville/Gosfield" and changed to "The Corporation of the Town of Kingsville" dated at Toronto on March 25, 1998, effective January 1, 1999.
LAKESHORE

Incorporated as a township effective January 1, 1998 when the Corporation of the Town of Belle River and the Corporation of the Township of Maidstone amalgamated by Order made under the Municipal Act R.S.O. 1990 c.M.45, as amended. The Corporation of Lakeshore Township, The Corporation of the Township of Rochester, The Corporation of the Township of Tilbury North and The Corporation of the Township of Tilbury West amalgamated as a town under the name "The Corporation of Town of Lakeshore-Rochester-Tilbury North-Tilbury West" by the Order of the Minister of Municipal Affairs and Housing made under the Municipal Act R.S.O. c. M., the Restructuring Order, dated November 18, 1997. Subsection 2(3) of the Order of the Minister of Municipal Affairs and Housing dated November 18, 1997, as published in the Ontario Gazette on December 6, 1997, was amended from "The Corporation of the Town of Lakeshore-Rochester-Tilbury North-Tilbury West" and changed to "The Corporation of the Town of Lakeshore" dated December 17, 1998, effective January 1, 1999.
LASALLE

Was created as a town by Act of Parliament Chapter 102, 14 George V, 1924. After 35 years as a separate corporation, the town amalgamated with the Township of Sandwich West by O.M.B. Order on January 1, 1959. The Township of Sandwich West received Provincial approval to change its status and name to Town of LaSalle effective June 1, 1991.
LEAMINGTON

The Corporation of the Town of Leamington and The Corporation of the Township of Mersea amalgamated as a town under the name "The Corporation of the Town of Leamington" by the Order of the Minister of Municipal Affairs and Housing made under the Municipal Act R.S.O. 1990 c.M. 45 as amended, the Restructuring Order, dated November 18, 1997. Subsection 2(4) of the Order of the Minister of Municipal Affairs and Housing dated November 18, 1997, as published in the Ontario Gazette on December 6, 1997, was amended from "The Corporation of the Town of Leamington" and changed to "The Corporation of the Municipality of Leamington" dated March 31, 1999.
TECUMSEH

The Corporation of the Town of Tecumseh, The Corporation of the Village of St. Clair Beach, and The Corporation of The Township of Sandwich South amalgamated as a town under the name "The Corporation of the Town of Sandwich South-Tecumseh-St. Clair Beach" by the Order of the Minister of Municipal Affairs and Housing made under the Municipal Act R.S.O. 1990 c. M. 45, as amended, the Restructuring Order, dated November 18, 1997. Subsection 2(5) of the Order of the Minister of Municipal Affairs and Housing dated November 18, 1997, as published in the Ontario Gazette on December 6, 1997, was amended from "The Corporation of the Town of Sandwich South-Tecumseh-St. Clair Beach" and changed to "The Corporation of the Town of Tecumseh" dated December 17, 1998, effective January 1, 1999. A boundary adjustment, effective January 1, 2003 resulted in approximately 6,300 acres of land being transferred to the City of Windsor.
